Mojave, rear locker only in 4H???

Sorry for the nube question. Just reading the owners manual on my 23 Mojave. Sounds like the rear locker will engage only in 4H. I am glad I can use it in 4H but it sure would be nice in 4L also.
Is this true?
Is there a way around it? Seems silly to not be able to use the locker in 4L.

The way the manual is written is a little confusing. The rear locker on the Mojave can be engaged in both 4L and 4H.
