That looks like the place we stayed at in Old San Juan PR a couple of years ago. 1st floor was a shop. You had to take the elevator to the 2nd floor for the hotel desk. Our room was on the 4th. Get off the elevator. There was a security guard behind the chain link gate to let you on to the floor. The walls WERE thin. You could here the neighbors banging away 3 doors down.

I’m not above staying at a place like that (outside the US?) but I sure as hell wouldn’t step foot in their elevator!!
Were monkeys pulling the ropes?
