discovered that car had two different trim levels.
The trim on the right side was different than that on the left. The car was a couple of years old and in that time no one had ever noticed the different parts between the two sides.
LOL, or those few guys that got their Early JTR's with Narrow fenders on one side, and wide on the other...

The only thing I can find in relation to the part number 'SP23959' are extensions... and I've also seen some strange packaging for sockets & extensions & things of that sort. That thing could for sure be related to that. Have you bought anything like that lately? If not, it could definitely be from when some kid on the assembly line needed to break out a new extension.
Now that I read this I think that's exactly what it is....just the holder part for one of these extensions....I haven't bought that lately so I'll chaulk it up to assembly line rubbish
