You want rolling circumference - don't go by tire size at all.
I have mine set so when I drove 17.1 miles by odometer (resetting trip odo) it matched GPS and measured distance exactly.
I ignored the web tire sizes and got close by measuring the installed height then tweaking it a time or two after driving it.
The web measurements won't be right at all.
This! Exactly what I did. Took a little time but it is right on now.

Follow up:
After using the factory tire dia. (24.8) as a starting point I used the speedometer app suggested earlier and checked the vehicle speedometer which was showing 2 mph faster than the app. After reading some of the posted settings compared to actual mph I adjusted the setting to 24.0. At first it was right on the money at about 25mph but still 1 mph faster at around 60. I decided to leave it there to see if it adjusted over time and after a little driving it settled in to now show the correct mph at all speeds.
My conclusion is the same as what was posted earlier that you have to sort of lie to the vehicle settings to get the correct readout but if that's what it takes then that's what has to be done. Computers only do what you tell them to do so you adjust your settings to get what you need.
