I am currently riding on 35 12.5 20 and my question is can i run 35 13.5 20 just to stick out a lil more?

Without a lift you're probably going to rub when you turn at some point with a 13.5 inch tire. A much cheaper solution could be a good set of hub centric spacers if you want a more aggressive stance.
