Weird Speaker

I was installing a Tazer this morning, and when I took the panel off under the steering wheel, this was there. Any idea what it may be? Looks like a speaker but I don't know what it goes to.

Some of the aftermarket head units (Stinger for example) come with that speaker to replace the factory chime/system noises
