Wires under cowl ends

When I removed the driver side cowl end to route my CB antenna wire I noticed a plug with 2 wires. I looked factory. The plug was mounted to the body. Nothing plugged into it. Just the 2 wires with the plug.

Any idea what this is?

It's a connector that is used when the vehicle is equipped with the ACC/FCW system.
