No, is the short of it. NY is not an off road compliant state unless it’s private land, even then there can be some issues.
Harriman state park and Bear Mtn can be a blast for two feet though. ?
There appears to be a place North of you in Ellenville, I’ve never been. Otherwise I’d head west in PA.

If you’re looking for mud, gravel and some remote woods, there’s plenty of places throughout Upstate to have some fun. I’ve even found great free remote campsites that are state designated and completely legal. It’s been a few years since I was focused on playing in NY State, but I’ll see if I can dig up a few map points and suggestions.
