You also need the key--basically an adapter like for a wheel lock that goes on the end of the crank to engage the winch. It will be in a separate package upon delivery.
I just changed mine over yesterday and didn’t require an adapter key :movember:

My JT was manufactured early Oct. 2019, I flipped the spare tire over soon after purchase so the valve stem would be pointing down. Mine also doesn't require an adapter.

Mine doesn't have/didn't require any kind of "key". Just need to assemble the sections, stick it in to the channel, and it connected. All needed pieces were in the storage place under the seat with the jack.

No there is no TPMS on the steel spare. I bought a match Rubicon alloy rim and then took the spare tire off the steel wheel and mounted on the alloy so I can do a 5 tire rotate. It's just a regular valve stem in the steel wheel.

Hmm. Interesting. Mine sure did. It was a bit of a comedy. Was getting new wheels and tires and no one at Discount could get my spare out. I wasn't sure, so was reading manual on how to lower. But had just returned from an overlanding trip with a friend who has a new Gladiator, and I recalled him saying something about a key for the spare. So looked in glove box and there was a package. Which fit on the end of the jack crank. And then engaged the winch mechanism to allow lowering the spare. So, at least some of us definitely have a key.

I think Gatorized post #18 solved his mystery.

Okay, two folks order their Jeeps from the factory from two different dealers in two different states. And, in my case, I order through fleet sales, not retail sales. There were no dealer upgrades on either Jeep. Nope, I have to think that something else is why we both have the lock, and others do not.
