Well at least they're not fighting you. If you aren't using the parking brake, you should start. Did they check the selector switch? The switch electronically makes the trans go into park. There is no mechanical connection, but there is a manual disconnect.
They did replace your steering gear box right? The notchiness sounds like they tightened up the adjuster and called it good. New steering gear box should be black and have this part number, 68507576AA on it.
Yep, I've had 1 CJ5 and 2 CJ7's and while both had that kinda loose steering, both were predictable and easy to drive. P.S. I forgot my wife's 2017 4 door Sahara. It drove straight as a arrow with very little steering input.
