Those lights have a resistor pack on the turn signal wires so you shouldn't need to but it doesn't hurt. I have JSCAN which was free but it cost about $25 for a license/vin and a security cable/obdII adapter which ended up being about $60.

You can use a programmer such as JSCAN, Tazer, etc... to change the vehicle settings to LEDs to avoid using resistors. The programmer can be used for all sorts of things like changing wheel diameter size, gear ratio, any lights from halogen to LED and a bunch of other stuff.
