Being in an impound could mean anything from "it was parked in a red zone and towed" to "the previous owner has a DUI on their background check now", it doesn't mean there's a problem with the car.
Mine lives there permanently because the garage is full of motorcycles, the motorcycle lift, gym, and parts. I don't think I could squeeze the truck in there if I wanted to - and the LJR would take priority anyway.

That demand smells like them offloading the liability to the customer rather than having to pay for their own insurance in case the car gets wrecked or stolen before delivery. "Please insure our car for us prior to it becoming your car" would have me laughing all the way out the door.
