I bet you'll find it when the skid plate is off. To my ears, it sounds like a loose bolt; a click or two then the stop. Like a bracket sliding along a loose bolt.

I think they have sent you the wrong part. On the front fenders here, the LED turn signals and running lights are level and straight; no curves. From your pics, it looks like they would fit here.
