Bed rack or roof rack? Well... I've had both.
I had a full height bed rack and mid height. I used it for my RTT and sometimes my spare tire when the tent wasn't on there and I was out wheeling.
My roof rack is used my fishing poles, porta-bote, steel beam, fence posts, pretty much anything.?

I think I worded it wrong. What I meant by using it to hold nuts and bolts was when I'm working on my Jeep, I used the cover as a plate to hold the nuts and bolts that I removed so I knew where they were when I get ready to reinstall them.

Yea. They started leaving them off. They're pretty useless anyway. I took mine off about three years ago and never put it back on. I started using it as a holder for nuts and bolts. I don't know where it is now.
