That's crazy this has been an issue on Jeeps for 20+ years.
On my '05 the solution was to drop the tank and reach in through the fuel pump hole and remove the check valve at the base of the filler neck and grind down the ridges on the float. They swell up from the ethanol and bind. Did it...
Probably just to make it easier for manufacturing, since plenty of people run the stock axle back and it's a flat flange. I prefer v-band clamp above all the others, myself.

You have everything for a turbo to axle exhaust. The factory axle-back will bolt up. Also looks like you opted out of the resonator.
THIS is the exhaust gasket for the over axle joint I would have used if I were to perform such a conversion.
You don't know how good you have it.
