If it turns on and then goes off, I would guess module. I'd expect it to stay on but not get hot to need to replace the entire steering wheel. 100% guess

The only package that comes to mind is the Alpine or LED lights that would include it. They are VERY dim and come out of the “bridge” between each holder. So dim you need to be away from street lights to see it.
