FWIW, I have a late production '21 (mid-June 2021) and it has the diff drain plugs. The drain plug delete started around the time the '22 models were introduced.

No separate fuse for the cupholder lights, sorry. They are on the same panel lamps circuit fed by the instrument cluster as for most of the backlighting in the dash and interior switches.
If the problem started after your recent differential fluid change, you may need to add some limited slip additive. IIRC, the Willys came standard with a rear limited slip and what you describe sounds like the typical hanging up/dragging symptoms when no additive is used in the gear lube.
