So the Browning WSPBR1015 Enclosed NMO 3/4 Hole Mount cable Topsy recommends has been in "Preparing to Ship" limbo with amazon for over a week now. The cable that came with my MXT275 kit (MXTA34?) does not like the 3/4" opening in the mount. Any one have a recommendation on a non-amazon source...

You might want to also consider some sway bar disconnects and air compressor.
When trail riding washboarded and rutted roads, airing down and disconnecting the sway bar are the first things I do. I use that more than the lockers on mine.
As stated above, since you need a permit anyway, the trading post map is all you probably need.
Avensa worked pretty well on my last trip, I used the paid version so I could load the tracks for the trail.

Airing down will help with the ride.. I always seem to forget until several miles in but make sure you have a way to air back up. I also recommend a gps or phone based gps app (avensa or Gaia ). Not much cell coverage out there.

I like your solution but I went factory since a lot of aftermarket accessories seem to want the "face" of the rail to be flush with the lip of the bed. If yours has one it would be nice if you could develop a spacer that would accommodate any gap since your tie downs seem to be a better solution...
Local shop has a used one. Seems pretty heavy for what it is, but looks well built. I would attach to the roof so the weight is an issue since I am using thule gutter mounts.
They are asking $650 but have had it for a while....
Cargo box was great for extra storage on my last trip, was easy to throw in the camp chairs, ground mat, camp tables etc. Especially since the box was a $50 craigslist purchase... either of the bars above will let you partially open the cover with the box installed.
That left plenty of room...
