Yes the instructions state that, but no I did not extend the end links when I did my shocks. I’m guessing this is a carry over warning from their lift springs? I’m not entirely sure how shocks would need these extended to avoid binding or damage to the suspension.
On a hunch that maybe they torqued down the LCA bolts with the Jeep still on the lift, I loosened my LCA bolts and then retorqued with the weight of the vehicle on the ground. It drives straight as an arrow now!
