Thanks everyone, seems like it is the truck and not me! I will keep going on the beach and testing it out, hopefully It gets lighter!

2L to 4H can be accomplished up to 45mph. Mine was pretty stiff at first but got much easier after some use (maybe 15-20 times). 4H to 4L should be done at a slow roll of 2-3 mph. I have a manual trans so it is easy for me to simply clutch-in shift to 4L and clutch-out. 4H to 4L was initially very stiff as well, but got much easier after using it 10-15 times.
Right when I checked the manual it does say up to 45mph with a constant speed no acceleration, still hard to pull, hopefully it works in and becomes easier over time, I was worried something was wrong. 4L is in neutral from a roll but that goes in smooth with barely any resistance

Both the wife's 2021 JL and my JT are or were very stiff when new. The wife's JL is now very smooth and easy, but then again in the year we have had it we were using it in 4x4 every weekend trail riding.
It will loosen up the more you use it and work it.
