I’m going to be buying my firs JTR when I negotiate should I negotiate with them fixing the steel box in with the paying price or have it fixed afterwards? Other option would be to buy a 2021 just thinking the better deal would be a 2020.

The steering TSB is covered at no charge for anyone who needs it. Getting it done is going to be delayed by availability of parts. I don't see any advantage in trying to negotiate completion of the TSB as part of the sale. Drive the truck before buying it, there may not be any issues with the steering.

Order a 2021 at this point, you won’t save anything crazy on that 20, get exactly what you want with a current vehicle that includes a few updates and steering improvements. JMHO.
