My heated wheel in my 21 gets good and hot then throttles back some.
My heated seats on the other hand, I usually have to kick them down a notch or two about 5 minutes in as I get too hot.
And I would say this sounds like normal operation and it probably adjust on intensity of ambient temperatures.This is more accurate to my experience.

I think that is only for the remote start function. Sorry for the long delay, Ive been on vacationI thought it had to be below 40 degrees to come on.
