Are there any places in N.Cali that you can actually drive on the beach. I am aware of Pismo Beach but hoping for something closer to the Bay Area.

I know this is an old post, but for the future readers who may want the same thing...
the only place in (actual Nor Cal) I have found is Usal Beach campground in Ft Bragg.
It's a nice trail ride to get there and you can drive and camp right on the sand. I have been looking as well and have yet to make it to Usal Beach but check it out on YouTube. Looks pretty cool, though they say it's becoming a somewhat wild place since it is so far anyway from the highway and it isn't policed often.
If you, or anyone else has found another place, share it.

Only spot i know of near NorCal is, as OP noted, Oceano Dunes. My post here includes a map of the dunes there but note recent Ninth Circuit panel decision reversed preliminary injunction against SB2 so until that decision is reversed you cannot CCW there:
