DRL/Parking Lamp/Turn Signal wiring/pin-outs

I know similar topics have been posted, and I've reviewed both of these diagrams:

My question/confusion is that it's not clear when the "DRL LAMP" pin ever actually gets power. I've tried a variety of lighting modes, and I can only ever seem to get power from "FRONT PARK LAMP" (whenever headlights are on in any mode) and "FRONT TURN LAMP" (when turn signal is activated).

I'm trying to wire up the backlighting feature of my fogs such that they essentially come on when my headlight DRLs are on. That *seems* to be the "FRONT PARK LAMP" pin out, but I'd still like to know what I'm missing about the other one.

Also, does it sound correct that when the turn signal is activated, power is not cut out to anywhere else? I'm just curious how they got it to switch, i.e. the white DRL does not light up while the amber turn is flashing. Is this done via a chip? What I was really hoping for is that "DRL LAMP" gets power when the DRL is on, but gets cut off when "FRONT TURN LAMP" is flashing, such that I could have the backlight flash as a turn signal.
