Yea, the bolts are only for the cover plate to the electronics/actuator. The fork itself seems to be a permanent/press-fit type installation. My guess is that tube on the end is open/exposed initially, and the fork/actuator shaft slides through that opening, through the fork, and then capped off. There is also a pin in the fork that secures it to the shaft.

Short of a junkyard/cut unit...I don't think you're sourcing it.
