Gearing and commute w/ M/T

I have about a 5 mile portion of my commute thats all low speed curvy incline roads and no matter what gear I'm in I can never get into a good range. I'm either lugging it or going too high in the rpm range (3500-4k )consistently. My JT stock with 3.73 gears would be too short in 2nd and way to high rpms 3rd and now with 38s and 3.73 gears I'm able to stay in 2nd longer which is nice but then when I'm in 3rd I'm close to lugging again around 1800rpm. I'm planing on getting 5.13 gears soon but is that just gonna cause the same issue like in 3rd and 4th compared to the issue I'm having in 2nd and 3rd now? Should I just drive it hard and not worry about the rpms?

3500 is no problem to drive at for a while, these engines are happy to rev. Hell I used to have to do that in my TJ and the 4.0 is not as happy in that range but never gave me a problem. 38s on 3.73s is a complete dog and the extra weight isn't helping you either

It will be better with 4.88's or 5:13's.
