I was using one of the Mopar paint pens where the tailgate and the rear corner meet and ended up having the paint brush end not screwed on all the way and spilled most of the paint out of the pen onto the concrete and some onto the bumper. I used a rag to wipe most of it off, but there’s some residue left over that I can’t get off.

Would paint stripper work or is it too strong? I’ve heard about using WD-40 as well and leaving it sit for around 10 minutes and then wiping it off.

You can try mineral spirits, but I doubt it would work as it's not that type of paint that stuff normally works on. Anything like MEK or Acetone is going to damage the bumper finish. One thing you could do, if you have acetone is put a bit on a cloth and try it on the bottom of the bumper where if it does damage or discolor it, it won't show, but acetone would likely remove any natural oils in the plastic. It's a universal solvent, truly.
WD40 will likely be ineffective, but it's the safest thing to try - again, before you decide hey, this will work - try a spot on the bottom where it can't be seen, first.
Most people won't have this laying around, but enamel reducer could be a thing to try - again, on a hidden area.
Nail polish remover is strong stuff - pretty much same results as acetone (but safer on the skin as acetone will suck the water right out of your skin)
Worst case - you end up using SEM 15013 Landau black to recolor the bumper.

Appreciate it, thank you!

I’ve had luck removing paint with EasyOff Oven Cleaner. Try a dab under the bumper first to make sure it won’t affect the plastic.

Rinse well, soap and water.
