How is stated fuel economy the same on a Rubicon vs Overland?

I keep scratching my head over the EPA numbers between Rubicon and Overland. 3.73:1 vs 4.1:1 as well as the extra 300lbs the Rubicon weighs. Of course I'm more emotionally attracted to the Rubicon, but I'd be one of those posers who will use it 99% on road... but if the actual fuel economy was about the same, it would help me rationalize that part of the equation. What do Rubicon RPMs run at highway speeds vs. Overland?

I swapped the 3.21 for 4.10s in my sport S wrangler. The economy went down a little. The lift and 33s really hammered it. Not an expert but I don't believe there is a requirement to establish a separate fuel eco rating for each configuration of model so they are using the optimum one.
