HVAC Evaporator Drain

I’m just curious if anyone has ever seen this before. Is this some kind of factory defect? Was the factory supposed to remove this seal?

Yeah supposed to be open and when running AC it will dip water down on the transmission which is normal and scared alot of people thinking they have a leak of sorts
