I think my dad got the cement bags from work (aka, free fifty free). Put them in and swap to "snow tires". I don't remember him ever getting stuck. (Kentucky)

I would certainly want to ensure that they were. I completely understand wanting to have some, just in case. No sense in senseless delays....same reason I'm rocking the front license plate and bead grips instead of bead locks. ?

*EDIT* Adding this link here. Looks like socks are considered "traction devices".

I was let through 2 winters ago when the road was closed. Guy took one look at the Jeep and waved us through. That was going into CA. I had no chains at all on board

The other screwy thing I noticed changed in the wording a few years back for CA chain requirements for the R-1 conditions? Vehicles over 6000lb gvw are required to chain? They don't specify 4wd or not and then R-2 they don't specify chains at all for 4wd? 6,000lb.......that's pretty much any Gladiator with the normal accessories and a driver? It's kind of confusing and contradictory.

Chain Requirement Levels

During the winter months, motorists may encounter traction chain controls in the mountain areas within California. When chain controls are established, signs will be posted along the road indicating the type of requirement. There are Three Levels of Chain Requirements in California:

  • Requirement 1 (R-1): Chains are required on all vehicles except passenger vehicles and light-duty trucks under 6,000 pounds gross weight and equipped with snow tires on at least two drive wheels. Chains must be carried by vehicles using snow tires. All vehicles towing trailers must have chains on one drive axle. Trailers with brakes must have chains on at least one axle.
  • Requirement 2 (R2): Chains or traction devices are required on all vehicles except four-wheel/all-wheel drive vehicles with snow-tread tires on all four wheels.
NOTE: (Four-wheel/all-wheel drive vehicles must carry traction devices in chain control areas.)
  • Requirement 3 (R3): Chains or traction devices are required on all vehicles, no exceptions.

Well all of those treads are referencing stock tires, using socks, or just buying cheap chains just to have. I mentioned I am on 37's, and I want something good.
You have Les Schwab Tire stores in California. Go get a set of tire chains from them. If you never use them just keep receipt and they will buy them back.
