Yes.
Replacing the knee panel speakers will offer very little, if any, sound quality. The dash speakers will overpower them. Dash should be the first thing you replace and then go to sound bar if needed.
Why does Crutchfield state that the REF307F's will not fit the Soundbar? I bought a pair for the dash and would like to add them to the Soundbar also. Is it because new holes are required?

I'm pretty sure it because of the mounting holes do not line up. The soundbar is plastic, drilling/tapping a new hole isn't difficult.
