Iron Cross side steps - repair or buy new?

I bought these Iron Cross side steps last year and the rust is really bad on the brackets although the actual step bars appear to be still in great condition. I was thinking about ripping them off on my vacation and painting them with new stainless steel hardware. Do you think its worth trying to fix at this point or just get some some new steps. It looks like the paint is peeling with surface rust. Is their any kind of brush type paint I could use? I'm not too good with spray paint.
