Is there where wheel weights should be?

I swapped out tires a few times on my rubicon and just noticed these peeled off looking sections on inner wheels. did my wheel weights get lost somewhere along the way?

If you are swapping tires, the weights would likely need to be moved also. Are there weights elsewhere now? Some tires require very little weight, while others require a significant amount.

I went stock, to 35s, back to stock for now. may have just been moved gojng back to stock. i’ll take look. thank you.
