The backwards flag on the right is acceptable, particularly on service uniforms. It implies directional movement, against the wind - if you would.

The flag should never be seen as "retreating" .

The short answer is the Union is first.

The starfield of the U.S. Flag must always move forward and never in retreat. These are often called battle flags when oriented this way. That’s because deployed service members wear it on the right side of their uniforms.
The orientation and starfield moving forward is part of the U.S. flag code.
