Welcome to the forum. I suggest checking out the Members Market Place for what may be available from other members. As MntMan points out, steps or sliders are all over the place from a couple of hundred bucks for the platic metal oval tubes, in the $500+ options that will take a beating to well over $1500 for the powered options. Try some of the vendor sites from the Vendor Market area to get a better idea.

Sorry, but the pics I have aren’t any better than the ones on the website.
To answer your question though, I did not have to do any cutting. You do have to drill a few holes in the frame rail but it’s easy stuff.

Whatever you do, make sure that what you get is frame mounted. I put the Ace Sliders on my JKUR and really liked them; however since they mount on the body bushings they can actually flex. They flexed enough on one big rock that they actually pushed up into the tub and bent the tub just below the passenger door. Never again! Frame mount FTW.
