The lift was just put on last night so I’d guess the bolts haven’t been damaged. I’ll try to get a cheater bar on it to see if I can get it to go.That either has a captive nut or a lock nut on the other end. (I haven't actually looked at mine but my JK has a lock nut)
You should be able to tighten it with the wheels on the ground. You also want to make sure the hole has not ovaled out. The torque spec is 110 ft-lbs. If the bolt is damaged, replace it. The bolt is a M14x1.5 and it's 74.15 long

You may want to pull that bolt out and inspect it. Make sure that you have threads that are extended into the mount. Most M14 bolts are not full thread and it this one is not threaded far enough, it won't tighten against the mounting bracket. If that is the case, buy a new full threaded bolt. Don't just make up the difference with washers.
Did ALL the bolts get torqued when the truck was on the ground? They need to be torqued when on the ground.

Did you try putting a little heat to it?I would but he’s out of town till next Monday. I went and bought new bolts for it but I can not get that existing bolt to budge.
