Not in California they want5 the money. Intexs a new car gets a two year tag when purchased after that a safty check is every year.

Most of the foothill and mountain counties don't participate in the biannual smog checks either, probably easier to get a PO box a few hours from home for registration purposes and then you don't have an out of states tag.It's just a loop hole in the laws. It's really not legal to remove any fed required smog equipment. If you have $40+K to do an engine swap you have paid more taxes than most and should be able to do it. The EPA is deciding what we get. Moving to another state or just register my vehicles in a different state is just more work and trouble than I want. There are many high HP vehicles to choose from legal in Calif.
All that can do is extend the time for it to become a problem for you. State laws still don't allow it, even if the vehicle is registered in a county that doesn't check for it.I just don't see how a PO Box in another county will allow me to do what I want with no smog laws. Lying on a legal state document can be a problem.
