I suspect that may have been their thinking - or - they were simply bored and looking for something easy to "hack" (which in this case was cutting the lock with bolt cutters and using the on-site programmer to change it)
There's a video out there somewhere of the sign and it's not just the wording, but they made it flash and do cool stuff like fancy Christmas lights.
