So, took mine to the desert on Saturday, put the truck in 4 high and cruised the desert trails at 40-60 Mph. I then pushed the off road plus button and immediately noticed a small surge in power but I also noticed an immediate response in throttle sensitivity and also a definite change in shift points, staying in a gear longer allowing the engine to turn at higher RPMS. I liked it!
My impression is that it changes throttle response, possibly shift points and brings up off road pages on the uconnect. Not sure if there are other features that Im not aware of, I know at one point it was mentioned allowing rear diff lock, front open in 4 high, but im not sure where that stands. I tried mine out in my driveway and the throttle response was immediately noticeable, I forgot to check the diff lock status, will try tomorrow.

Look on p. 296 of the manual. It's the button that says "Off Road+" right above the sway bar disconnect button.
I just didn't see any button in the OP, no picture at all, just his question of what the button did without a description of what was on the button.

This has already been answered, but I absolutely love this button and use it all the time.

4hi for more fun when running fast. Sand or not. It seriously makes it more responsive and fun to drive offroad.

4low for steep inclines where you want to hold gears much longer and not shift right when you least want to, losing momentum. It's also great for in 4low for long steep downhill sections (think CO 4x4 passes) to hold gears and stay off the breaks.

I actually got to run Offroad + for the first time in 4H, as commented before it is very fun.

I know the Off Road + button and modes are on the Rubicon and Mojave, so all the Sport and Overland derived trims don't have it. Question is can this mode not be 'enabled'?

I do not see it as an option with the Taser Mini, but would expect this would be something that could be done. It is not any additional hardware, just software/programing which I would expect is already in the Jeep's computer just hidden.

That would be nice but we don't have a button so it would have to be activated some other way.
Probably through the tazer menus, if it's possible.
