P0480 error code

I had a check engine light on for this, screen shot of my tool reading it The dealer ship said it was only a stored code, nothing active. They said they cleared it and tested but didn't come on. When I left the dealership the check engine light didn't come back on. My tool showed nothing stored. Then when I got home it was back.

Why would a scan tool show a stored code even though my check engine light didn't come on?

Check engine light only comes on immediately for failures that may potentially damage emissions equipment. Something like a severe misfire that will damage the catalyst. Otherwise, they will set a pending code at the first failure and set the light after a second failure. Pending codes remain in memory for 40 cycles but will only set a light with two consecutive failures.
