Popped a couple fender clips off today.

I popped a couple of rear fender clips off today. Are there special tools I need to buy to remove the inner liner from the fender flare? What's the trick?

Inner liner of what? The flare or the fender well itself?

If you are talking about separating the two halves of the flare itself to raise the flare, I think that requires some degree of savagery
