Under the seat space is already used by other precious/delicate cargo that gets used during the trip and cant go in the bed (like a drone, binoculars, laptop, snacks bag, kids toys)... unlike the jack that (knock on wood) has not been used in 10,000 miles.
I haven't used mine in 27000. But you could also call a tow truck to change your tire.

When you’re this hugely overloaded using a small truck like a JT, I’d hardly think relocating its jack is going to make a hill of beans of difference. IMHO, it sounds like there’s a more fundamental problem at play here, like you may want to consider trading-in your JT on a full size pickup truck, with an 8 foot bed and higher/bigger shoulders, or maybe get a big ol’ socker mom van, etc. OTOH, maybe tackle this problem by addressing the fundamental source: consider taking less stuff on vacation. Just sayin…??‍♂

jaja... Got a point there.... But actually...

The JT is not overloaded with our camping gear from a weigh standpoint. What I am doing is maximizing its capacity and using all spaces as efficiently as possible. I know this relocation is not going to be a huge difference, but its 4" of depth under the seat that would allow a much bigger item to go there vs some other place.

I kind of pride myself in being able to pack all that is *needed* very well, easily accessible, and in a manner that wont rattle.

Example, from 2011-2013 i lived in Cairo Egypt and did a LOT of deep desert exploration... Not your jump on the highway, get off on the exit, pass the starbucks and take the marked trail type of "vacation".

Google "gilf kebir". While in Egypt we did a 10 day trip (1,500 miles round trip, 1,300 off them off road, real off road) where we went from Cairo to the corner where Egypt, Sudan and Lybia intersect. Because this corridor is used by drug and human smugglers we had a 6 man military escort (required by the Gov). After 100 miles on the road we did not see a single other human for 9 days. 100% self sufficient in every way you can imagine... Besides a full tank of gas at the start, refilling after 100 miles, we had to take with us 83 gallons of fuel inside each Jeep Wrangler (35 gallon custom tank in the rear plus 9 military jerry cans)... plus all the food, water, camping gear...

The jerry cans on the roof in this pic are empty by this point. Two spare wheel/tires.

Sat phone call to AAA.... Not really a convenient option while off roading in the Colorado/Utah backcountry...
Would be great to be able to leave the spare wheel, tool bag and jack at home...
