As the temp drops this gets worse. This is what has me leaning towards the tire issue. Would a 15 degree change have an effect on the suspension/steering components??

It is possible - although not likely. I have a rotational clunk on my TJ somewhere in the drivetrain that I haven't been able to find in the last 2 years. It only presents itself in winter, and even then only when temps are below 40. And, only for the first 200-400' of driving when a cold start, then its basically gone. But I think problems like that related to cold'er temps are fairly uncommon.
