Solved: 12V outlet on center dash not working, any ideas?

What are you using for ground when checking for voltage? If it is the outer case side of the socket, I would ohm check that to a known good ground. Like @Lost1wing said, you have a voltage drop.

This is why troubleshooting electrical shit over the internet is like trying to herd kittens.
Yes, I was using the outer case. You are correct. I used a better ground and voltmeter showed 12.6V.

SOLVED-----It was the connection on the back side. The clip on the backside has some play in it. I secured it in place and everything is working now. I didn't know a bad connection would still show current but not deliver it. Thanks again to everyone who offered some advice. Very much appreciated!!!

It's a common mistake. You haven't been measuring current, you've been measuring voltage. Voltage is not current, amperage is. Just because you see voltage on your meter does not indicate that there isn't an impediment to current flow (bad connection). If anything, seeing reduced voltage is a good indicator that you have a bad connection in the circuit.

Voltage is electrical pressure, amperage is the volume of electrical flow, and wattage is the power consumption (pressure times flow) required to get what you're trying to operate to work. You can have pressure present without flow, but cannot have flow without pressure. You cannot do work if you don't have both pressure and flow, or if there's an insufficient amount of the same.

I assume you meant fuse F52? You by chance have the portable wireless speaker in the back? That is on fuse F53 that taps off the same RUN/ACC 2 Relay in the PDC and it may be dragging down F52.

I would suggest pulling fuse F53 and see what happens.
Hootbro, thank you for the schematic I used it to identify the relay for the key on circuit for the 12v cigar lighter. Pulled the relay opened the case and adapted the relay to constant on, this was so I can use a solar battery tender and never open the hood. Took all of 30 seconds to modify.
