Are you securing a ratchet strap to a tailgate latch?

I would strongly caution against this.
Although the strap may be able to hook on, I don't think the latches are designed for lateral stresses.

No, no side load.

However, there are times, as much as I like the cable stops on the bed walls, there have been times I wished for some adjustability.
