Do they give a part number for the fuse bank they replaced? I'm aware of only one fuse bank/fuse array and your's was already replaced by the previous dealer. Inadvertantly blowing the fuse array occasionally happens as I describe here https://www.jeepgladiatorforum.com/forum/threads/ess-dual-battery-system-operation.44028/post-709139. If the same fuse array was found bad by the second dealer, either the first dealer blew it during install or there's still an ongoing issue.
I'm not entirely sure on the part numbers, but the first dealer specifically states it was a fuse array, and the second dealer specifically states the entire bank. When searching for fuse array, https://www.northridge4x4.com/part/68368853aa-mopar-oem-z-case-fuse-array , this is the third link down, much smaller piece than the entire fuse bank. The first dealership also didn't do any test drive after, didn't touch the already effected batteries, and didn't seem to do any extra tests. And to add to it, I received a message about their survey I should be getting and asking that I give all 10's. Probably not.

If the "entire bank" refers to the PDC that holds all the fuses, a new PDC includes a new fuse array. Some dealers are not aware that the fuse array is available separately and replace the entire PDC for a blown fuse array fuse. I still suspect that the first dealer accidently blew the fuse on the new fuse array, glad it's fixed now.
