My soft top had something similar to hold it down when flipped back

Those look like the JK Soft top straps for the rear window...Didn't get anything like that for my Gladiator with soft top (Have 2 velcro straps to help tighten it up when the top is flipped back but they don't ahve the snaps on them)

I had two of those and two Velcro straps with my soft top. The elastic straps attach on the inside above the rear window. Im not sure if I have been using them correctly, but once you snap those on you can stretch them up and attach them to the roof latches. It keeps the roof material from flapping around. They might also be used to hold the plastic rear window, but I usually just put that behind the seat. I usually attach the velcro straps to the metal roof frame above the rear doors and only bother with the Velcro when I will be driving at highway speed. Hope that helps? I’d take a picture but I already put my hardtop on for the winter.

There is a place to snap the button on those straps on the inside bar above the rear window. The dealer told me this is so you can roll up the rear window without fully removing it. I don’t like the idea of rolling the plastic window so I either remove the whole window or just flip the top.

My Jeep has the premium soft top. I'll check for snaps next time I open it up.

Rolling up the back window is definitely a hard no.
