What is this bracket passenger side frame?

I spent yesterday installing American Adventure Labs front inner liners. Prettt straight forward except for passenger side bottom by door. There’s this beefy bracket attached to frame that gets in the way of allowing the quick release bolt to line up and even if they lined up beef bracket blocks the quick release bolt from attaching to the spring. Talked to AAL and sent pics and they’re confused as well. This is on 23 JTR max tow. Any guesses or similar issue? AAL is going to try to figure it out but figured I’d ask the wealth of knowledge here as well.

It is for passenger forward crash protection, to prevent the passenger wheel and tire migrating into the cab in the event of a collision. It was added on in later years of the vehicle.
