I had them on my steel bumper and i had to remove both of them when installing winch plate - otherwise it would not fit.

PS: it looks like your Gladiator was chained down loosely too (the damaged hole in the bottom right corner

Was going to say that chain tie down point is pulled pretty badly. I have those brackets on my factory steel bumper. I’m sure engineers didn’t put them there for fun. They certainly would add strength when pulling with the hooks or being pulled by the hooks/bumper.

They certainly would add strength when pulling with the hooks or being pulled by the hooks/bumper.
That's exactly what they are for. The JKs have similar reinforcement plates, but they are flat plates and not tied into the side of the frame.
