So I have been trying to wrap my head around tire & wheel sizing and have either got an idea or am totally lost. I used a wheel & tire calculator to get the measurements then put it into a chart based on the tire & wheels I am looking at. I am looking at TOYO 35x11.5-17 tires and various wheels. Tire chart shows measurements but the "closer to outer fender" is the main one. Wheel chart shows measurements but the "inches in from OEM" is the main one (that is the distance closer to the inner side of wheel compared to OEM). Last is the combined and is the total inches that wheel tire combo would come out toward outer fender over stock wheels. I am open to any input that will help me figure this out.

On the original tires, the 245 is width in mm, the 75 is a %. The tire sidewall is 75% of the tread width, so the original tires are about 31.5" tall, and about 9.5" wide. This may clear up some confusion.
Offset on jeep wheels becomes slightly confusing. Like for like (8" rim to 8" rim) the higher the positive offset, the close to the suspension the wheel inner edge gets.
Going from a 7.5 +44 to a 9.5" +44 the inside edge of the wheel is actually an inch closer to your suspension than stock. 7.5 +44 has the same inner clearance as a 9.5 +18, but the outside is now 2" farther towards the fender edge.

That is actually the site I used to create the charts. So the more negative the offset the further out the Wheel is pushed?

As a general rule, yes. A negative offset -44 rim will stick out further beyond the fender than a -12 offset. You run something like a -44 offset on a 9” rim and that rim center plane is pretty deep outside the outer rim edge.

So if I put in as an example a 4.5" wide wheel with 0mm offset the back spacing is 2.5". if I then take a 9" wide wheel with 0mm offset the back spacing is 5". doesn't that mean the back of wheel is 2.5" closer to the inner fender?

That is what I thought azmojave, I think the wheel offset calculator mentioned above is assuming you are using the same width wheel for "original setup & new setup". I think I have to take that difference and add/subtract the difference from the offset converter tab. This is so confusing!
